Perfect Moment, a London and Cornwall based creative sector consultancy
tackled the challenge of measuring the economic significance of the creative
industries in rural regions. With the creative industry policies largely focused
on metropolitan regions, planners and researchers often unwittingly leave out
the atypical profiles of creative-sector companies that tend to dominate in
rural areas. Instead of large, medium or even small companies; creative industry
companies in rural areas tend to be dominated by large numbers of
micro-businesses or freelancers.
A staggering 76% of the creative workforce was made up of freelancers and
self-employed, compared with 25% of the general workforce. Because freelancers
and microbusinesses were chronically under-accounted for, this meant that a lot
of the value produced by creative industries in Cornwall were ignored. Indeed,
creative industries employed over 350% more people than was originally thought.
In addition, creative industries was also found to be growing at several times
the general rate.
The results of this report brought about the inclusion of creative industries
as a key sector within Cornwall's economy and hits a positive note for non-urban
creative regions worldwide.
